A new compression standard, known variously as AVC (Advanced Video Coding), MPEG 4 part 10, and H.264, realizes previously unavailable compression rates that will enable new video applications in products ranging from cell phones, PDAs, “video-iPods” through DVD-Rs, security and video production all the way to high definition television broadcast. Was released at the end of 2003 year.
MSU Video Group MPEG-4 AVC/H.264 Video Codec Comparison '2007 including MainConcept H.264, Intel H.264, x264 codecs and others. All the codecs are assessed by objective quality measures and speed for three usage areas: "Video Conferences", "Movies", "HDTV". The overall ranking is also computed. There is a free short version intended for companies and advanced users.

Codec for videoconferencing.
From the site:
Benefits
Substantially increased coding efficiency, providing the
same picture quality as products that are based on H.263
or MPEG-4 at nearly half the bit rate.
Flexibility in handling different delay constraints in video
applications, such as providing very little delay for real-time
communications applications (e.g. videoconferencing), while allowing
higher processing delay in applications with no delay constraints (e.g. video storage).
Error resilience and error concealment tools to maintain the video
quality against packet loss and bit errors in error prone networks.

Only demo, but you can buy codec online (100$). Who test it?
From codecs site:
Key features of LEAD H.264 Video Codecs:
User definable motion estimation settings controls
the balance between encoder speed and quality.
Multiple reference frames of any combination of past and future
frames, provides precise interprediction as well as improved
robustness during packet loss while streaming over the network or Internet.
Unrestricted motion search uses reference frames that may be partly
outside the frame improving network performance by predicting missing data.
Only the difference between motion vectors is saved, increasing the compression ratio.
Intraprediction may be performed either on 4x4 blocks or 16x16.
Motion vector prediction is performed before the frame is prepared for
compression (pre-DCT) improving prediction and compression performance.
Computation is more efficient because LEAD implements the traditional
Discrete Cosine Transform (DCT) as an integer transform.
The LEAD H.264 encoder makes use of the SAD HADMARD calculation to increase the compression ratio.
A context-sensitive deblocking filter smoothes out internal edges, significantly improving the visual quality of the video. The filter strength depends upon the prediction modes and relationship between the neighboring blocks.
Employs Context-Adaptive Variable Length Coding (CAVLC) to encode transform coefficients.
The Context-Adaptive Binary Arithmetic Coding (CABAC) method continually updates frequency statistics of the incoming data and adaptively adjusts the algorithm, improving compression performance.
The LEAD H.264 encoder provides the user with control of the number and types of frames encoded into the video stream.

Integrated. Who test it? Any remarks welcome!
From codec site:
The H.264 encoder features:
Intelligent multi-pass encoding for the best possible results at the desired bit rate with the optimal number of compression passes.
Time-saving single-pass encoding for creating draft encodes,
meeting impending deadlines and live encoding with QuickTime Broadcaster.
Peak-constrained VBR options for limited data-rate scenarios
such as streaming and CD/DVD playback.
Advanced frame reordering (B-frame) support to more efficiently
represent movie data.
4x4 integer transform for reducing traditional blocking and
ringing artifacts, especially in areas of fine detail.
Improved intraframe prediction for more efficient compression
of details and gradients in high-motion video.
Increased precision in motion estimation for crisp reconstruction
of objects in motion.
Flexible block sizes in motion estimation for more efficient
encoding of complicated motion in areas of fine detail.
Adaptively tuned in-loop deblocking filter for eliminating
blocking artifacts, resulting in a smooth, clean image.
